In 1775–76 John Wilkinson's boring mill cut a 50-inch steam-engine cylinder so true that, in Matthew Boulton's words, it "does not err on the thickness of an old shilling in any part" — and Watt's engine, which had leaked its steam uselessly before, finally ran on 8 March 1776.

A machine tool is a powered machine that shapes metal — boring, turning, milling, planing — while holding both the workpiece and the cutting edge in a rigid frame. Because the frame, not a human hand, guides the cut, the result is more accurate than any craftsman could file or hammer. The defining trick is self-improvement: a good lathe can machine the parts for a better lathe, which is why the lathe is often called the only machine that can reproduce itself.

Before machine tools, "precision" meant one skilled worker laboriously fitting one part to one other part. Wilkinson's cannon-boring machine of 1774–75 gave James Watt cylinders round and straight enough to hold steam pressure, and without it the separate-condenser engine would have stayed a leaky laboratory curiosity. From that point on, every advance in engines, pumps, guns, and instruments was gated not by ideas but by how accurately metal could be cut.

Wilkinson mounted a cast-iron cylinder rigidly and ran a stiff boring bar straight through it, supported at both ends and turned by a water wheel, with the cutter head advancing along the bar. Earlier borers had hung the cutter from one end, letting it wander and follow the casting's flaws; supporting the bar at both ends forced a genuinely straight, round hole. Henry Maudslay's screw-cutting lathe (circa 1800) added the slide rest and precision leadscrew, letting machines cut accurate screw threads — and thus make more machines.

Machine tools made the steam engine practical and then made everything the steam engine powered. They are the direct prerequisite of interchangeable parts, locomotives, machine-made screws and gauges, sewing machines, bicycles, automobiles, and ultimately the micrometer-level accuracy that instruments and engines of every kind depend on. Every factory floor since is, at bottom, descendants of Wilkinson's bar and Maudslay's slide rest making parts for one another.
